Vermont Gov. Phil Scott allows 'ghost gun' ban to become law

Vermont Gov. Phil Scott allowed legislation banning 'ghost guns' to become law without his signature. The law requires homemade guns to be serialized by a licensed dealer. Possession of guns at polling places is also prohibited, except in vehicles. Gov. Scott previously signed other gun control measures.
