A federal court in Texas refuses to follow a new policy aimed at curbing 'judge shopping', a tactic used by conservatives to file cases in favorable courts. Chief U.S. District Judge David Godbey of the Northern District of Texas announced the decision in a letter to Senate Majority Leader Chuck Schumer.
