NFL Competition Committee proposes expanding replay for penalties

The NFL Competition Committee is proposing expanding replay to allow review of specific penalties for hits on defenseless players, facemask grabs, horse-collar tackles, tripping, and roughing the kicker. Pass interference and roughing the passer are not included. The proposal needs 24 out of 32 teams to vote in favor to take effect.
