Cheng 'Charlie' Saephan, an Iu Mien immigrant, won a $1.3 billion Powerball jackpot in Oregon, bringing attention to the Iu Mien community in the U.S. and their history of fleeing Laos during the Vietnam War. Saephan plans to split the winnings with his wife and a friend, Laiza Chao.
